Assessing Current CSDP Structures and Processes and Formulating Recommendations

This working paper presents selected results from the research performed in Work Package 4 of the ENGAGE project, which focused on the Common Security and Defence Policy (CSDP) of the EU.

It reports the strengths and weaknesses of CSDP cooperation, starting from its legal basis and governance structure.

It further highlights important aspects characterising operational deployments under the EU flag and cooperation for capability development, both among EU Member States and in partnership with third countries.

Finally, the paper advances recommendations for more joined-up and sustainable cooperation in defence.
